Updated WHATSNEW.txt for 1.9.18alpha14 release.
Added CVS_ACCESS to tell people how to use cvs to keep up-to-date. Jeremy. (This used to be commit 8f721f8c1d758c6f9483145a1b39e9264c8011f4)
