Fix build of Samba4 from tarball generated by mkrelease.sh
Revert "Remove RFC's from the release tarballs to make the lives of the Debian"
This reverts commit eda7f35bc891ca4a7505ec054a2b4591c6edfb38.
These files are essential to the Samba4 build.
