This adds two callback function for each rpc service. One is for initialisation and the other for shutdown. rpc_<service>_unregister() needs to be called to execute the shutdown function.

Up to now the generation of code for python helpers dealing with 64 bits (NTTIME,hyper, ...) was broken because they were assumed to be Int (PyInt_From ...) as Integer is always 32 bits in python. Pidl generates some Wireshark dissector fields of type FT_ABSOLUTE_TIME. Starting some time not too long ago, these fields need a 'display' field other than BASE_NONE or BASE_DEC. This commit fixes this, *assuming* that all the times are "local."
