Using the standard macro makes it easier to move code into common, as
TALLOC_ARRAY isn't standard talloc.

strcasecmp_m() never needs to call to talloc, and via next_codepoint()
still has an ASCII fast-path bypassing iconv() calls.

This will reduce the noise from merges of the rest of the
libcli/security code, without this commit changing what code
is actually used.
This includes (along with other security headers) dom_sid.h and
security_token.h

This matches the structure that new code is being written to,
and removes one more of the old-style named structures, and
the need to know that is is just an alias for struct dom_sid.

If we put strings like "Usage:" into separate _() macros and not the whole
"Usage:..." string we can cover much more messages by only one single
translation. The drawback is that the message in the sources looks less pretty.

net rpc rights grant: Verify if the username can be resolved to a SID and
display a proper error message if it does not. Otherwise users might think
setting privileges worked fine, but in fact it does not.

All 'usage' messages are still printed to stdout.
Fix some compiler warnings for system() calls where we didn't used the
return code. Add appropriate error messages and return with the error
code we got from system() or NT_STATUS_UNSUCCESSFUL.
