don't force v4 in connect_multi

Several places want "microseconds from current time", and several were
simply handing "usecs" values which could be over a million.
Using a helper to do this is safer and more readable.
I didn't replace any obviously correct callers (ie. constants).
I also renamed wait_nsec in source3/lib/util_sock.c; it's actually
microseconds not nanoseconds (introduced with this code in Volker's
19b783cc Async wrapper for open_socket_out_send/recv).

This also removes the special case for IP addresses, and leaves that
to the code in the resolver library.

We were creating the name resolution context as a child of lp_ctx,
which meant when we gave up on a connection the timer on name
resolution kept running, and when it timed out the callback crashed as
the socket was already removed.

structure that is more generic than just 'IP/port'.
It now passes make test, and has been reviewed and updated by
metze. (Thankyou *very* much).
This passes 'make test' as well as kerberos use (not currently in the
testsuite).
The original purpose of this patch was to have Samba able to pass a
socket address stucture from the BSD layer into the kerberos routines
and back again. It also removes nbt_peer_addr, which was being used
for a similar purpose.
It is a large change, but worthwhile I feel.

socket_connect_send() rather than the lower level socket code. Also
simplified the state structures a fair bit, and added name resolution,
fixing a bug where the multi-port connect code did a separate name
resolution for each port being tried.

sequence, with a 2-millisecond timeout between firing the syn packets. Build
smbcli_sock_connect_send upon that.
