dsdb_create_prefix_mapping() implementation checks for existing prefix maping in ldb.
if one not found it creates a mapping for it and updates the prefixMap schema attribute in ldb. (This used to be commit bbe895db7144b192981fad9ab6bbd3ebacb8d299)
