r3123: Add dcerpc_binding_build_tower()
Add local test for testing the functions dcerpc_parse_binding(), dcerpc_binding_string() and dcerpc_binding_build_tower() (This used to be commit 7a07c2c769b8e51178789eed4a31577f5d39f63a)
